The SAGE (Strategic Advisory Group of Experts on Immunization) Working Group
on Vaccine Hesitancy defines vaccine hesitancy as “the delay in acceptance or refusal

of vaccination despite availability of vaccination services.” Vaccine hesitancy is a
complex and context-specific area of public health, varying across time, place,
person, and vaccines. Global estimates suggest that 1 in 5 children do not receive
routine life-saving immunizations, and an estimated 1.5 million childhood deaths
occur each year due to diseases that could have been prevented by vaccines that

already exist, according to WHO. Such is the impact of vaccine hesitancy on our
health system, that WHO has declared it as one of the 10 biggest threats to global
2 health. In the context of vaccination, two groups of people have been recognized
earlier, the provaxxers and the anti-vaxxers.
